His Beatitude Sviatoslav pointed out that the rebuilding of the Desiatynna (Tithe) church can be done only after a positive evaluation by experts

“Given the special historical importance of this landmark-church (the Desiatynna, i.e. the Tithe church – auth.) for the Ukrainian people, the issue of its possible rebuilding requires a thorough study with a requisite panel of experts comprised of scientists, specialists in preservation of archeological heritage of Kyivan Rus’ as well as representatives of the traditional Ukrainian Christian Churches and general public” – wrote His Beatitude Sviatoslav (Shevchuk), the UGCC Primate in his letter to Mr. Oleksandr Popov, the Head of Kyiv City State Administration. The Head of the UGCC also said that the rebuilding of the Tithe Church of the Nativity of the Blessed Virgin can be made only "in the case of positive evaluation results from the authoritative studies on the reconstruction of the church, allowing absolute preservation all that must be preserved."

"This ancient church, which was built by Grand Prince Volodymyr when the Church of Christ was not yet divided by confession into Orthodoxy and Catholicism,” explains His Beatitude Sviatoslav, “is the mother-church for all Ukrainian traditional Churches. It is the mother-church of all her children and heirs of the Baptism of Kyivan Rus, including also us, the Ukrainian Greek Catholics." Therefore, according to the Head of the UGCC, the rebuilding of the church would help restore the unity of the Church of Kyiv. "However, this will happen only under the condition that the right to use it will be given to all the Churches - heirs of Volodymyr's Baptism. Any other solution of this issue will carry a risk of deepening the existing divisions and increase tensions in society,” emphasized His Beatitude Sviatoslav This act will also restore justice toward the Ukrainian Greek Catholic Church. Until now, under various state acts of the Ukrainian authorities and for various reasons, historical shrines in Kyiv were given for worship only to three parts of the original Church of Kyiv of Volodymyr's Baptism. "St. Michael's Cathedral in Kiev- to the Ukrainian Orthodox Church of Kyiv Patriarchate; Dormition Cathedral of the National Kyiv-Pechersk Historical and Cultural Museum – to the Metropolitan of the Ukrainian Orthodox Church; St. Andrew's Church of the National Museum "Sophia of Kyiv"- to the Ukrainian Autocephalous Orthodox Church", - notes His Beatitude  Sviatoslav. He believes that in this distribution, the third largest Church, namely the Ukrainian Greek Catholic Church, was not taken into consideration, while her faithful are in dire need of churches for prayers in Kyiv. "We are convinced that such an approach, besides the triumph of justice, would make a significant contribution to restoring the unity of the Church of Kyiv and strengthening the unity of all Ukrainian people", - said at the end of the Letter the UGCC Primate.
