The event began with the solemn Divine Liturgy, which was led by Bishop Josaphat (Govera), Exarch of Lutsk, who was joined not only by the clergy of Volhyn and Rivne regions but also by representatives of all parishes. The council began with the prayer and an introductory word by Bishop Josaphat, in which he congratulated all the present and noted the personal contribution of everyone in the development of church. “The Church begins with a concrete person, not from a group. The church is community of individual people who in unity create the Mystic Body of Christ,” said to the bishop Afterward, the participants of the council listened to reports from the working groups.  In conclusion the bishop thanked everyone for participating and preparing the cathedral, and also reminded that in November the Congress of Laity will take place in Kyiv in which 25 representatives of the Lutsk exarchate will present the suggestions and work of the local council. We remind that the working meeting in preparation for the council took place on September 12. The participants were divided into four groups to discuss one of the following themes: prayer, catechetical-evangelism, economy, and charitable activity. Each group came up with suggestions for improving the particular area in the life of the church in the Volhyn region.
